About the Project:

The Tamakoshi-V Hydroelectric Project is a key national infrastructure initiative contributing to Nepal’s hydropower development. Executed under an EPC (Engineering, Procurement, and Construction) model by Sinohydro – KSNS JV, this project seeks an experienced and detail-oriented Billing Engineer to manage billing processes, quantity verification, and financial documentation on site.

Position Overview:

The Billing Engineer will be responsible for preparing, reviewing, and managing the billing and quantity-related documentation for project works. This role involves coordination with site engineers, planning and contract teams, and the finance department to ensure timely and accurate financial reporting and compliance with contract terms.

Key Responsibilities:

• Preparation and Verification:
  • Prepare Interim Payment Certificates (IPCs) and final bills in accordance with contract terms.
  • Verify executed work quantities based on BOQ, site measurements, and drawings.
  • Coordinate with site engineers to validate completed work and maintain measurement records.
• Billing & Documentation:
  • Prepare client and subcontractor bills, ensuring timely submission and approval.
  • Maintain updated billing logs, work progress records, and measurement sheets.
  • Track work completion vs. billing progress, analyze variances, and report accordingly.
• Reporting & Coordination:
  • Assist the contract/finance teams in cost tracking, budget monitoring, and cash flow planning.
  • Liaise with clients, consultants, and internal departments for bill verification and approvals.
  • Provide support during audits, project reviews, and project closure billing.
• Compliance & Control:
  • Ensure billing practices are in compliance with EPC contract terms, FIDIC standards, and company procedures.
  • Maintain accurate records of variations, deductions, advances, and recoveries.

Qualifications & Requirements:

• Education: Bachelor’s degree in Civil Engineering or related field.
• Experience: Minimum 3 years of relevant experience in billing and quantity surveying in hydropower, infrastructure, or EPC projects.
• Proficiency in MS Excel, MS Word, AutoCAD, and billing software (e.g., MS Project or ERP tools).
• Strong understanding of BOQ preparation, rate analysis, and quantity take-off.
• Good written and verbal communication skills in English; Nepali and/or Chinese language skills are a plus.
